## Direct-match strengths

Complex technology-program governance, AWS, distributed systems, data and integration, DevOps, AI-assisted engineering, regulated healthcare technology, budgets, executive dashboards, offshore delivery, and AI governance.

## Hard or material gaps

Hard mandatory-domain gap: the role requires strong U.S. health-plan/payer experience, with claims, eligibility/enrollment, benefits, provider networks, FHIR, HL7, X12 EDI, and NCPDP preferred. Keith has healthcare and regulated-technology experience, but not the required payer-operations depth. Exact 18+ years specifically in technology program/delivery management and large payer-portfolio ownership are also not supported.

## Evidence map

1. Large multi-team technology-program delivery (weight 3, evidence 3/3) — Direct multi-workstream engineering and transformation delivery.
2. U.S. health plan/payer domain (weight 3, evidence 0/3) — Healthcare technology is direct; required payer-domain ownership is not.
3. Claims, eligibility, enrollment, benefits, provider networks (weight 3, evidence 0/3) — Not source-supported.
4. FHIR, HL7, X12 EDI, and NCPDP (weight 2, evidence 1/3) — Healthcare interoperability is adjacent; named standards depth is limited.
5. AWS, distributed systems, data, integration, and DevOps (weight 3, evidence 3/3) — Direct architecture and delivery evidence.
6. AI-assisted engineering and AI governance (weight 2, evidence 3/3) — Direct Codex, Responsible AI, privacy, and production controls.
7. Program financials, governance, and executive stakeholders (weight 3, evidence 3/3) — Direct budgets, roadmaps, metrics, risk, and executive advisory.
8. 18+ years program/delivery management (weight 3, evidence 1/3) — Extensive technology career; exact dedicated program-management tenure is unsupported.

## Keyword diagnostic

Strong delivery, cloud, AI, and regulated-healthcare overlap cannot overcome required U.S. payer-domain and large health-plan program depth.
